Volunteer Story：浅木麻梨耶さん（プログラム管理・ヨルダン）
国連難民高等弁務官事務所（UNHCR）ヨルダン事務所で准プログラム・オフィサーとして活躍中の浅木さんに、ここまでの活動を振り返っていただきました。

国連難民高等弁務官事務所（UNHCR）ヨルダン事務所で准プログラム・オフィサーとして活躍中の浅木麻梨耶さんは、ヨルダンにおける難民を支援するための事業計画・実施・モニタリングに携わっています。ヨルダンで暮らす難民の90％以上がシリアから逃れてきた人たちです。人道支援に対する資金が減少する中、長期化する避難状況に対応しています。
浅木さんの所属するUNHCRヨルダン事務所では難民の保護、生活に必要な基本的なサービスへのアクセス、脆弱な状況にある難民やホストコミュニティへの支援に重点を置いています。また、帰還を希望する人には自発的で安全かつ尊厳ある帰還を支援する一方、ヨルダンに留まる難民がレジリエンスを高め尊厳ある生活を送れるよう、継続的に支援しています。

浅木さんは、上記各支援の計画・実施・モニタリングに携わっています。実施パートナーや各専門分野の担当部署との調整、現場のニーズに基づく計画策定、リソース管理を担当し、また活動がUNHCRの成果枠組み、年間・中長期計画、コンプライアンス要件に沿って実施されるよう支援しています。UNHCRヨルダン事務所も深刻な資金不足に直面する中、優先事項の定期的な見直し、予算の再配分、支援方法の調整を行い、難民や地域住民が必要とする支援を届け続けています。
「国連ボランティアとしての経験は、人道・開発分野の実務経験を深める機会となりました」と浅木さんは振りかえります。「国際機関のフィールドオフィスという複雑なオペレーション環境、多様な文化背景を持つチームでの協働、パートナー団体やステークホルダーとの連携などを通し、この分野でキャリアを積んでいくために必要な実践的な知識と専門家としての成長を得られました。」

浅木さんは国連ボランティアの任務終了後、人道支援の分野でキャリアをさらに発展させたいと考えています。「世界的な危機が複雑化する中、緊急時対応と開発支援の双方で経験を積んでいきたい」と語っています。

Mariya Asagi serves as an Associate Programme Officer with UNHCR in Jordan, where she contributes to efforts to protect and support refugees in one of the region’s most complex humanitarian contexts. In Jordan, more than 90 per cent of refugees have fled from Syria, and Mariya and her colleagues work amid a protracted displacement situation and steadily declining humanitarian funding.
UNHCR Jordan priorities the protection of refugees and displaced people, ensuring access to essential services and assistance for those in vulnerable situations, including members of the host community. The office also supports voluntary, safe and dignified returns for those who wish to go back to Syria, while helping refugees who remain in Jordan to strengthen their resilience and live with dignity.
Within this framework, Mariya is involved in the planning, implementation and monitoring of programmes that deliver protection and basic services. Her role includes coordination with implementing partners and technical units, needs-based planning and resource management, ensuring that activities align with UNHCR’s results framework, timelines and compliance requirements. Despite severe funding shortages, her team has managed to sustain critical support by regularly reviewing priorities, reallocating budgets and adapting assistance modalities to ensure that vulnerable refugees and local communities continue to receive essential help.
Reflecting on her UN Volunteer assignment, Mariya notes how valuable the experience has been for her professional growth. Working in a complex field operation, collaborating with colleagues from diverse cultural backgrounds and engaging with partner organisations have all strengthened her skills in programme management, coordination and refugee protection.
Looking ahead, she aims to further develop her career in the humanitarian sector. “As global crises become increasingly complex,” she says, “I hope to continue building experience in both emergency response and development programming.”
