Volunteer Story: 神前駿太さん（M&E・コモロ）
2023年からUNDPコモロ事務所で活動する国連ボランティア・神前駿太さんの声をご紹介します。神前さんは現在、プロジェクト評価・モニタリングの専門官として主に農業・エネルギー分野のプロジェクトに携わっています。

神前さんは、大学院で開発教育学修士号を取得した後、JICA海外協力隊（JOCV）コミュニティ開発隊員としてガボンに派遣され、現地水産局にて地域漁民と水産支局の関係構築および漁業組合・販売組合の活性化に従事しました。その後、これまでの草の根レベルの経験を国際機関のマクロレベルでの活動に落とし込むこと、そして規模のより大きな組織に所属しプロジェクト形成・管理することを見据え、国連ボランティアを次のキャリアに選びました。任地のコモロはアフリカ大陸東南部、マダガスカル島とモザンビークの間にある諸島で、バニラなどの換金作物の輸出が盛んな農業国です。小規模な島国である特性から経済的な脆弱性を抱えており、限られた市場規模と物価高、若者の失業率上昇が課題です。
神前さんがUNDPコモロ事務所で担当する事業の目的の一つは農業生産性の向上です。生産物を多様化することによって気候や市場価格の変動リスクを減らすため、サイクロン（熱帯低気圧）などの自然災害による影響を受けにくい生姜とバナナの生産を強化しています。具体的に生姜の生産プロジェクトでは、138名の農家（57名の女性と81名の男性）に33.8トンの生姜の種を配布し、結果として合計75トンの生姜の収穫に成功しました。一方、バナナ生産プロジェクトにおいても、7カ所の農村経済開発センター(CRDE)から42名の技術者を対象にバナナの急速増殖技術の研修を実施し、10,027株のバナナの収穫につながりました。これらの成果はコモロ政府の開発・平和構築イニシアティブ「プラン・コモロ・エマージェンシー（PCE）」における食糧安全保障の強化と農家の収入増加に大きく寄与しています。
また、もう一つの重要な目的は安定的なエネルギーの供給です。化石燃料の輸入に依存しているコモロのエネルギー体制によるリスクを軽減すべく、市民安全総局やCRDEを含む複数の中核施設へ再生可能エネルギーを供給（ソーラーパネルの設置）し、農業活動の持続性を高めています。神前さんは生産農家や現地の技術者との協働によってプロジェクト内のデータを収集し、エビデンスに基づいた意思決定と目標達成に向けた正確な進捗状況の測定に大きく貢献しました。これらのデータはプロジェクト実施者だけでなく、農家の人々がこれまでの農業慣行の改善を提案される際の説得材料として非常に重要です。フィールド調査を通じて現場の受益者や行政機関のステークホルダーとつながりを築き、彼らのニーズをプロジェクトに反映させることに神前さんは大きなやりがいを感じており、自身の存在が開発イニシアティブにもたらす付加価値になると信じています。

さらに神前さんは、コモロ東部のアンジュアン島にあるPatsy大学での国際ボランティアデーの特別イベントを他の国連ボランティアと企画・実施しました。その目的は、若者にボランティア活動への参加を促すことでした。神前さんは、学生との交流を通じて現地の多くの若者とつながり、ボランティア活動がもたらす変革の力を実感しました。さらに、この大学でのイベントを推進するための広報活動としてワークショップや式典の開催にも携わり、コモロ国内のメディア媒体やソーシャルメディアを通して本イベントを可視化することで、知名度とエンゲージメントが向上するという成果も生まれました。

今後、神前さんはオーナーシップの強化と長期的に追跡するモニタリング・評価システムの確立、ステークホルダー間の更なる強力なパートナーシップの構築をさらに推進し、農業変革プロジェクトモデルの広域展開と国連機関や現地政府の掲げる開発目標の達成に貢献することを目指しています。
神前さんは、JICA海外協力隊事務局の支援の下、国際協力分野でキャリアップを目指す青年層のJICA海外協力隊OB/OGを国連ボランティアとして主に国連機関に派遣する「JOCV枠UNV制度」を通じて派遣されています。
We are pleased to feature the voice of Shunta Kosaki, the current UN Volunteer from Japan, who is serving with UNDP in Comoro from 2023.
As a Project Evaluation and Monitoring Specialist, Shunta works on projects mainly in the areas of agriculture and energy. After completing his graduate degree in development education, Shunta was assigned to Japan Overseas Cooperation Volunteer (JOCV) Community Development Program in Gabon. From his field experiences, he decided to become a UN Volunteer to leverage his grassroots experience at a higher level within international organizations. He also aimed to gain an experience in project formation and management within a larger organization.
Comoros is an archipelago located between Madagascar and Mozambique in the southeast of Africa. It is an agricultural country that is active in the export of cash crops such as vanilla. However, it is economically vulnerable due to its limited market size, high import dependence, and rising youth unemployment.
One of the objectives of the project to which Shunta was assigned is to increase agricultural productivity. In order to reduce the risk posed by climate and market price fluctuations, the project is diversifying products by intensifying the production of ginger and banana, which are less susceptible to cyclones and other natural disasters. For example, in the ginger production project, 33.8 tons of ginger seeds were distributed to 138 farmers (57 women and 81 men), resulting in a total harvest of 75 tons of ginger. On the other hand, the banana production project brought together 42 technicians from seven rural economic development centers (CRDEs) and trained them in rapid banana multiplication techniques, resulting in a harvest of 10,027 banana plants. These results have significantly contributed to strengthening food security and creating opportunities for increasing farmers’ income which are mentioned in Plan Comoros Emergency (PCE), an important initiative of the Government of Comoros in development and peacebuilding.
Another important objective is ensuring a stable supply of energy. To mitigate the risks of the current energy regime, which is dependent on fossil fuel imports, the project is providing renewable energy to several core facilities, including the Directorate General of Civil Safety and the CRDEs by installing solar panels to enhance the sustainability of agricultural activities. Shunta collects data within the project through collaboration with farmers and local technicians, which greatly contributes to evidence-based decision-making and accurate measurement of progress toward achieving project goals. These data are very important to convince not only the project implementers but also farmers when they are asked to improve their past agricultural practices. Shunta finds it very rewarding to connect with beneficiaries in the field and stakeholders in government agencies through field research and to incorporate their needs into the project, believing that his presence adds value to the development initiative.
Additionally, Shunta collaborated with fellow UN Volunteers in Comoros to host a special event for International Volunteer Day (IVD) at Patsy University on Anjouan Island, the eastern part of Comoros. Through the event, which aimed to inspire and encourage young people to participate in volunteering, Shunta was able to connect with many local youths through interactions with the university students. He realized the transformative power of volunteering. He has also been involved in organizing workshops and ceremonies as communication activities to promote the IVD event at the university. It has increased the visibility and engagement of the event through national media outlets and social media.
Shunta remains passionate about advancing the strengthening of ownership, establishing a long-term monitoring and evaluation system, and building stronger partnerships among stakeholders through his assignment. He believes these efforts will contribute to the wide-scale implementation of this agricultural transformation project model and the achievement of the development goals set by the United Nations and local governments.
Shunta’s assignment is fully funded by International Cooperation Agency (JICA) through Japan Overseas Cooperation Volunteer (JOCV)-UNV programme.
