Volunteer Story: 辻本峻平さん（平和構築・ガンビア）

外務省の「平和構築と開発のためのグローバル人材育成事業」を通じてIOMガンビア事務所でUNVとしてご活躍されている辻本峻平さんに、活動についてお話を伺いました。

IOMガンビア事務所でCommunity Stabilization/Peacebuilding Officerとして活躍中の辻本峻平さんはガンビアの気候変動の影響によって悪化している土地問題の予防、緩和、解決の支援をする事業に携わっています。西アフリカに位置する国、ガンビアは気候変動による影響で海面上昇した海水が農地を劣化させたり、度重なる洪水や干ばつが起こるなど、農業や放牧で生計を立てていた地元の人々の生活を脅かしています。

辻本さんのチームでは、ガンビアで気候変動の影響を受けた地域の移牧民に関するデータ収集や、移牧民と農民の諍いを防ぐための地方政府関係者のためのワークショップを開催し、それぞれの職業の人々が平和且つ安全に暮らすための平和構築の事業を運営しています。辻本さんは、「現地コミュニティに平和的に話し合いがされる場を作ることができたと感じます」と事業のやりがいを語ってくれました。

辻本さんは外務省の「平和構築と開発のためのグローバル人材育成事業」を通じてIOMガンビア事務所に2025年3月から派遣されています。同事業では辻本さんのように国連・国際機関において平和構築や開発課題を解決する意志を有する日本人を国連ボランティアとして1年間国連機関に派遣しています。選出された候補者は国連ボランティアとして派遣される前、4週間の国内研修に参加します。

Shumpei Tsujimoto, a Community Stabilization/Peacebuilding Officer at IOM’s The Gambia office, is involved in a project to support prevention, mitigation and resolution of land-related issues exacerbated by the effects of climate change in The Gambia. The Gambia, a country located in West Africa, is facing rising sea levels due to climate change, which are degrading farmland and causing frequent floods and droughts, threatening the livelihoods of local people who rely on agriculture and grazing.

Shumapei’s team runs peacebuilding projects in The Gambia, collecting data on transhumant people in areas affected by climate change, holding workshops for local government officials to prevent conflicts between pastoral people and farmers, and enabling people of all professions to live in peace and safety. Shumpei spoke of the rewards of the project, saying, “I feel we’ve been able to create a space where local communities can hold peaceful discussions.”

Shumpei has been dispatched to the IOM Gambia office since March 2025 through the Ministry of Foreign Affairs’ “The Program for Global Human Resource Development for Peacebuilding and Development.” This program provides capacity development opportunities for Japanese people who, like Shumpei, have the desire to solve peacebuilding and development issues at the United Nations or international organizations to UN entities as UN Volunteers for one year. Selected candidates undergo a four-week in-country training course before being deployed as UN Volunteers.
