Volunteer Story: 生駒知基さん（モニタリング評価・ガーナ）
UNDPガーナ事務所でMonitoring and Evaluation Associateとして活躍中の生駒知基さんに、ここまでの活動を振り返っていただきました。

UNDPガーナ事務所でMonitoring and Evaluation Associateとして活躍中の生駒知基さんは、同事務所が実施する幅広い分野のプログラムのモニタリング及び評価業務に携わっています。生駒さんが担当するプログラムの分野は保健、平和と安全保障、ジェンダー平等、障がい者インクルージョン、民間セクター開発、気候変動と多岐にわたっています。

「私にとって国連ボランティアとして働く魅力は三点あります。」生駒さんは語ります。「一点目に、国連開発計画（UNDP）が限られた財源の中でどのように活動し、どのような課題に直面しているのかを、現場で学べることは大きな魅力です。プロジェクト文書の精読やプロジェクトマネージャーとの対話を通じて、モニタリング・評価を行っています。また、円滑なモニタリング・評価には情報の一元管理が不可欠なため、必要なデータをUNDPのシステムに入力してもらうよう、プロジェクトマネージャーへ繰り返しリマインドを行うことも重要な業務です。」生駒さんは積極的にプロジェクトの現場にも足を運び、ガーナの中小企業振興を目的としたセミナー「Nimdie Series」、ジェンダー平等に向けた現地NGOとの協議、武器・弾薬規制に関する地域対話など、さまざまな活動に参加してきました。「こうした経験を通じて、UNDPがガーナで果たす役割を肌で感じています。」

二つ目は、国連ボランティア計画（UNV）が提供する様々な学習機会です。国連ボランティアは語学学習ツールのRosetta Stoneやe-Campus、LinkedIn Learningなど、さまざまな学びにアクセスすることができます。生駒さんは現在、ラーニング休暇制度を活用した語学留学とオンライン学習（Rosetta Stone）を組み合わせ、フランス語の習得に取り組んでいます。「新しい言語、とくに国連公用語を習得することは、将来のキャリアにとって大きな強みになると考えます。」「また、LinkedIn Learningでは23,000以上のコースへのアクセスが可能です。これまでモニタリング・評価や民間セクター開発、サステナブル投資に関するコースを取ってきました。現在行っている業務への理解を深めるのみでなく、今後のキャリアにも資する知識を習得できる機会となりました。」
「三つ目に、国連ボランティアとして働くうえで、柔軟性の高さも大きな魅力です。」と生駒さんは続けます。「昨年8月に娘が生まれた際には、UNDPガーナ事務所およびUNVと相談し、出産前後の数ヶ月を日本からリモートで勤務しました。時差のある中での業務は大変でしたが、大切な時間を家族と過ごせたことに心から感謝しています。もちろん産休・育休といった制度もありますが、そうした制度に加え、個々の事情に応じた柔軟な働き方が認められている点は、国連ボランティアとして働く上での大きな魅力です。」
生駒さんは、ガーナの開発課題に貢献するだけでなく、自身の成長にもつながる経験を積み重ねています。国連ボランティアは、世界に貢献しながら自らも成長できる機会です。

Tomoki Ikoma, currently serving as a Monitoring and Evaluation Associate at UNDP Ghana, reflects on his journey as a UN Volunteer. In his role, Tomoki contributes to monitoring and evaluating a wide range of programmes implemented by the UNDP country office. The fields he covers span Health, Peace and Security, Gender Equality, Disability Inclusion, Private Sector Development, and Climate Change.
“There are three main reasons why working as a UN Volunteer is appealing to me” Tomoki says. “First, it is a tremendous opportunity to learn how the United Nations Development Programme (UNDP) operates on the ground with limited financial resources and what kinds of challenges it faces. I conduct monitoring and evaluation through reading of project documents and hearing from project managers. Since centralized information management is essential for smooth monitoring and evaluation, an important part of my work is to repeatedly remind project managers to input the necessary data into the UNDP system.” He has also participated in various projects, such as the Nimdie Series—a series of seminars aimed at empowering small and medium-sized enterprises in Ghana—, consultations with local NGOs on gender equality, and a regional dialogue on weapons and ammunition management. “Through these experiences, I have been able to understand the role UNDP plays in Ghana.”
The second appeal lies in the diverse learning opportunities that UN Volunteers can access. UNV provides a variety of learning tools, including Rosetta Stone for language study, the UNV e-Campus, and LinkedIn Learning. Tomoki is currently studying French through a learning leave and online study through Rosetta Stone. “Learning a new language—especially an official UN language—will be a strong asset for my future career.” He adds, “LinkedIn Learning also provides access to more than 23,000 courses. I have taken courses on monitoring and evaluation, private sector development, and sustainable investment. These resources have not only deepened my understanding of my current responsibilities but have also allowed me to build knowledge that will support my long-term career.”
“The third appeal of serving as a UN Volunteer is the high degree of flexibility it offers,” Tomoki continues. “When my daughter was born last August, I consulted with the UNDP Ghana and UNV, and was able to work remotely from Japan for several months before and after the birth. Managing work across time zones was certainly challenging, but I am deeply grateful for the opportunity to spend that precious time with my family.” He adds, “Of course, formal leave entitlements such as maternity and parental leave exist, but what truly stands out is the additional flexibility to accommodate individual circumstances. This level of understanding and adaptability is a major advantage of working as a UN Volunteer.”
Through his assignment, Tomoki is not only contributing to Ghana’s development challenges, but also gaining meaningful personal and professional growth. His experience demonstrates how UN Volunteer assignments provide opportunities to make a global impact while fostering one’s own development. He looks forward to building a career in private sector development in developing countries.
