Volunteer Story：相葉翔太さん（プログラム管理・バングラデシュ）

国連難民高等弁務官事務所（UNHCR）バングラデシュ・コックスバザール事務所で准プログラム・オフィサーとして活躍中の相葉翔太さんは、ミャンマーから逃れてきたロヒンギャ難民を支援するための予算管理・パートナーシップ連携・また事業運営の全般的なサポートを行っています。

相葉さんの働く事務所のあるコックスバザールにはミャンマーから逃れてきた110万人以上のロヒンギャ難民が暮らす難民キャンプがあります。難民キャンプは自然災害に弱い丘陵地帯にあり、ロヒンギャ難民は生計活動であってもキャンプ外への移動が制限されているため、その生活のほとんどを人道支援に頼らざるを得ない状況にあります。また、長期間にわたる無国籍状態も課題となっています。UNHCRバングラデシュ・コックスバザール事務所はロヒンギャ難民の保護、また彼らの生活を支えるための人道支援全般を行っています。

 

相葉さんのチームは保護部門をはじめ、保健、シェルター管理、WASH（水と衛生）、フィールドなど様々な部門と連携し、上記支援事業を円滑に行う調整を行っています。相葉さんは、全体的な課題介入に対して広い視点と大きな影響力を持つ国連機関で働くことは相葉さんにとっても有意義なことで、前職のNGO勤務とは違うレベルでの視点を得られると語ります。「特に、難民支援の主導機関であるUNHCRで働くことにより、バングラデシュ全体の支援の在り方を学ぶことができます。」相葉さんは国連ボランティアの任期の後も、難民支援に関する仕事を継続したいと考えています。

 

相葉さんはJICAの「JOCV枠UNV制度」を通じてUNHCRバングラデシュ・コックスバザール事務所に2024年12月から派遣されています。同事業はJICA海外協力隊経験者を対象に、相葉さんのように国連・国際機関において平和構築や開発課題を解決する意志を有する日本人を国連ボランティアとして1- 2年間国連機関に派遣しています。本制度を利用するには、まずJICA事務局に申請し、推薦を得ることが必要です。応募時期・応募要項・応募の仕方など詳細はJOCV枠 UNV制度を参照ください。

 

Shota Aiba serves as an Associate Programme Officer with UNHCR in Bangladesh, where he supports budget management, partnership coordination and overall programme implementation to assist Rohingya refugees who have fled Myanmar. More than 1.1 million Rohingya refugees live in the camps of Cox’s Bazar, where Shota is based. The camps are situated in a hilly and disaster‑prone area, and refugees face strict restrictions on movement outside the camps, even for livelihood activities. As a result, their daily lives depend almost entirely on humanitarian assistance. Prolonged statelessness further compounds the challenges they face. UNHCR Bangladesh provides a wide range of humanitarian assistance, including protection support, to help sustain their lives and dignity.

Shota’s team works closely with multiple sectors—protection, health, shelter, WASH, and field units—to coordinate and ensure the smooth delivery of assistance to the refugee population. Although his programme unit does not work directly with beneficiaries, it plays a central role in managing resources and enabling the successful delivery of services to over 1.1 million refugees, while supporting planning across the operation.

Working with a UN agency that has a broad operational overview and impact has been meaningful for Shota. “It provides a different level of perspective compared to my previous experience in NGOs,” he says. “Working with UNHCR, the lead agency in refugee response, gives me the opportunity to understand how the entire Bangladesh operation functions.” After completing his UNV assignment, Shota hopes to continue pursuing a career in refugee assistance.

Shota is deployed to UNHCR Bangladesh through JICA’s JOCV–UNV scheme, which sends experienced volunteer alumni to UN agencies for one‑ to two‑year assignments.
